It is measured by Moz and your domain is ranked between 0 to100 depending on the popularity and trust. DA can be improved by good content update and also by building backlinks from other relevant domains.

DA and PA matters but it most important that relevancy matter.Link should be build from such a web which page whose DA and PA should be high but in some case we need to take care relevancy also.

Domain Authority is more important compared to page rank. It's a great indicator of how healthy and good enough your website is for search engines. Although it's not a direct metric from Google, it's the only strong KPI that we can use to measure our SEO efforts.

From my prospective both are the equally important and both are directly dependent to each other.
Like through link building only we can increse the Da and PA of the Site easely.
