There is no right or wrong time to disavow links! When you found spammy links to your domain, disavow them as soon as possible.

First, you should always contact the website owner and ask him to remove the bad backlinks that point to your website. After that, if the webmaster refuses to remove the link or becomes unresponsive, you should disavow the links immediately. You don't want to keep the bad backlinks for too long. As soon as you identify a bad link you should try to remove it manually first and then send it to Google for disavow. But you have to be absolutely sure that it's bad. There are some links that seem suspicious but actually bring value to your website. Always inspect your links carefully.

Also, it takes about 48 hours for all the Google bots to take notice that there is a new Disavow file for your domain. After those 48 hours, it can still take weeks or even months until Google re-crawls your disavowed links and takes the Disavow into account.

When you found that backlinks are spams and rank of your keywords deteriorates bad backlinks, just then you should disavow links.  If you don't find results from disavowing, then you should directly contact the website's owners to remove those bad backlinks.

If after some investigation and analysis you conclude that you are getting a bunch of spammy links from a certain domain, then it would be wise to right away try to disavow them as soon as possible. The longer you wait, the more  there is a chance of getting more spammy links that can possibly affect your rankings negatively. In my personal experience, spammy links from certain domains are just inevitable and are truly an annoyance. Often times it's competitors trying to impact your rankings and the only solution is to disavow them right away.
