I have heard experts talk about their seo backlinks created tools from Google.
So true?

You can get a "Google Backlinks" from:
https://sites.google.com/?pli=1 for example. Also, if you create a GOogle DOC and make it public, its also counted as a backlink!

Trust me Google will not provide such " tool" for back links as you know they want links of website comes " naturally"

Make a google website;
Share a doc:
Use group discussion (underestimated nowadays);
Google+ posts;
etc. ;-)

After reading the answers in this thread, I want to ask that is there any other way to get a backlink from google apart from the map and business card??

I agree with @Jeffscott, that you might be heard from the spammers, not from the expert!!!
