My website's Links are going down day by day.

Actually when i check my check 'Links to Your Site' in google webmaster tools on jan 3 they were some 30,000 around but by yesterday they were 20735.

Is this descent effects my website?
If so in what ways?

and if I want to increase them what are the ways to be followed?

Yes, I have the same issue, but it is due to Google Dance, a recent update. Till now detail article or blog release by experts. I am also looking why is being. One thing here I will add, please make sure about the theme or the website where you were submitted the links earlier and Google counted them as ""back link" for your website.
