Yeah, directory submission can be a good source of backlinks. But all in all, this is a complete CRAP! Yes you can get backlinks from these sites, but you will not get as high as possible in search engine rankings. You are talking as if search engines are 100% link oriented.

Go to Google Webmaster Guidelines and review everything in it if you want to get on the right track in Google rankings.
