Creating a Website to get Links

Someone in my office is suggesting to create a website that will act almost like a directory, but also include a blog, reviews, etc.  The purpose is to create a place to take advantage of the ability to write favorable content, but pretend to be an unbiased, separate entity from my company.  She also is hoping in creating a strong back link form it.  This doesn't make sense to me/also gets me nervous that Google will know it's not a neutral party and penalize us some how.  I also think that if this is more of a directory, that the other companies in our field will also receive a back link from this site, which provides them with the same link juice. I don't see a positive outcome from this.  Does that make sense?

It is a common strategy to create a lot of websites and link to your main site.

The problem is, if all the sites are just linking to one website.

If you want it to work properly you have to build a lot of external links to your websites and have at least a few outgoing links to other websites (preferably in the same category as your main site)

Also remember to get your websites hosted at different operators.

You should make a web 2.0 site, if you want high quality links.
