If the site looks basic and is for a smaller company, and simply delivers information without any bells and whistles, it could be a static website.
Dynamic site can be more expensive to develop initially. A dynamic website can give the website owner the ability to simply update and add new content to the site.

My opinion:
Many sites from the last decade are static, but more and more people are realising the advantages of having a dynamic website. Dynamic websites can make the most of your site and either use it as a tool or create a professional, interesting experience for your visitors.
1.static websites
Advantages of static websites:
Quick to develop
Cheap to develop
Cheap to host
Disadvantages of static websites:
Requires web development expertise to update site
Site not as useful for the user
Content can get stagnant
2.dynamic websites
Advantages of dynamic websites:
Much more functional website
Much easier to update
New content brings people back to the site and helps in the search engines
Can work as a system to allow staff or users to collaborate
Disadvantages of dynamic websites:
Slower / more expensive to develop
Hosting costs a little more!

Static Websites
 A static site is a website that is written entirely using HTML. Each web page is a separate document and there are no databases or external files that are drawn upon.

Dynamic Websites
 A dynamic website is written using more complex code — such as PHP or ASP — and has a greater degree of functionality. For instance, many dynamic websites can be controlled by a content management system. This means that you will potentially be able to make updates without needing any knowledge of HTML or any website software.

A static website is one which does not make use of any external database and is written completely in HTML. This means that every user who visits that website will receive the exact same information. Additionally, making updates to static websites means going directly into the HTML and making the changes from there.

A dynamic website on the other hand, can generate content based on the user. Think of Facebook as an example, when you login, you are greeted by a page of updates tailored to you based on your likes, friends, etc. This page of content is specific to you as a user and will update dynamically as time goes on.

The major differences between a Static and a Dynamic website are:
1.In a Static website content is always  same whereas in a dynamic website  content changes every time the page is loaded.
2. To develop a static website, a person needs to have knowledge of HTML whereas to develop a dynamic website one needs to have knowledge of numerous programming languages.

It's a dead simple question where you can get it easily.

A static website is one where you cannot change the website content or anything, it has to be a doll in your showcase.

A dynamic website is one , where you can do whatever you want and you can design your baby.
