Do forum and blog comments backlinks still matters

Hey guys as a new to free seo optimisation I feel that commenting in forums and blogs doesn't give the power like it was in the past years even worst. Now with all those animals - panda and penguin updates Google can easily detect those and see if they are in contextual places and penaltize your site for work done in the past... is that true? Are there any good places left to get free backlinks that are not full with spammers? (I don't need links or names just wondering)

Yes these backlinks are helpful to drive good amount of traffic to your website. They are helpful to make your website more popular over the internet.
