Toxic or say unnatural links can negatively impact the SERP rankings of the website and if Google notices that the site has high number of such links, it can also exclude the site from its database. Non-removal of toxic backlinks can also invite a Penguin penalty.
How Would I Know if I have Toxic Backlinks?
There are several ways to find out:
You have received a Google Webmasters warning related to toxic backlinks profile of the website
If your organic traffic level has decreased suddenly, you have been penalized by Penguin and toxic backlinks are likely the cause
In any of the cases, the very first thing to do is find the list of the website’s backlinks in Google Webmaster Tools. You can also use Ahrefs, Majestic SEO or SEOmoz to get a complete list of backlinks. !-!

It is a pity that all tools such as semrush are so expensive. There are a lot of alternatives for keeping your SEO profile like angencyanalytics.com. I do not think there is a toxic backing checker in there.

If you only have a few domains that cause toxic links, you could block the whole domain with disavow "domain:url"

The problem with bad backlinks is that they can be very diverse and widespread. You can probably locate the problematic domains and networks manually, but you wll have to spend a lot of time trying to create a scheme of websites with low-quality backlinks. There are numerous companies and solutions that can help you, but most of them are paid, unfortunatley. For example, you can use: Monitor Backlinks, CognitiveSEO, Backlink Analysis, and Linkody Backlink Tracker. I personally recommend Monitor Backlinks, but you can also use the Google's Disavow tool and instruct the search engines to not take into account the toxic, low-quality links. Ahrefs and SEMRUSH are good solutions as well.
