The term link bait refers to a placement on a website for the strict purpose of tempting other web pages to link to that website.Link baiting is  a viral marketing form,  and can be extremely  powerful,  as it draws traffic to a website without keyword searches for the web page. Anything can be link bait, as long as it causes links to be built to the web page and draws visitors to the page. Link baiting  ia also used in search engine optimization, as it a powerful  tool and can help a website that has fewer popular keywords than usual. Linkage with other web pages signifies that the original page is worth reading. 

Link baiting is the process to make your web page interesting with adding some interesting application or anything so that the user or visitor of you page can invest some time on that page which is good for the website.

Look at it this way. All squares are rectangles but not all rectangles are squares. Link baiting is one tactic within the larger concept of "link building."

IMHO, "link baiting" is creating a piece of content (story, infographic, etc.) so juicy or interesting that it's just begging to get linked-to. One example would be to use some hyperbolic headline like "SEO is dead" to get readers all worked up and create discussion and sharing...which almost inevitably leads to links back to the site or story from other blogs or twitter feeds. In this case the story/headline was the "bait."
