I am well acquainted about inbound links but I don't have much knowledge of outbound links. So if anybody knows about outbound links then please let me know.

Outbound links are website links which points away from a website...i.e. links which points to other websites...it only benefited if the outbound links are from websites matched your profile and having good position in major search engines..

That's right neionsk.
Just want to add, if you place many (>= 30) outgoing links on the main page you can significantly lose PR for whole site.

link building is needed if you want to promote your website.
and then, if your websites are famous for everyone ... you will happy with your income from it.
you can making money from them. very good and keep try to make link building ...

 Of course outbound link help in ranking. Relevant outbound links do represent the quality of a web page and a webmaster who point  to other pages integrate their content in some way into his own site. Outbound links can add value to your site by providing useful information to users without you having to create the content. Its really helpful for your site ranking.

Out bound links help point robots to other sites, if you wish to index other webpages (such as new domains you own) in regards to other site you do not own, this will help build authority as it will help distinguish that you are part of a neiche.

one thing to bare in mind when out sourcing is the use of the "nofollow" attribute, if you link out to a lower ranking site than yours it might be adviseable applying the "nofollow" attribute untill they are roughly on par or higher. this will stop any issues of linking to spammy websites.
