PBN was popular 2 or 3 years before. Now Google is smart enough... it has developed some engineering that is able to detect PBN if it is made only for links.....

Instead of creating PBN, try finding authority websites in your niche and send quality content to get a link.

Try posting helpful/tutorial content based on your niche in other forums, blogs etc.....
