Is it possible to optimize a site without link building techniques ?

If your not willing to build out links I find Google's Search Console is very useful in terms of finding data to optimise what you have already. Lots of data on Rich Snipets and Click through rates for pages that are served up in search results. If your CTR is less the 3 or 4% you can possibly make some improvements here.
