1 - I always think that link should be only with content that describe about us and focusing relevant services which we are providing.
2 - If we get articles on top sites where our article will for long term. than we can build links of that page. it's link wheel. I hope SEO persons can understand it.
3 - Make account at blogs and comment there but only on relevant topic blogs. Don't need to in quantity but do surly quality.
4 - As per comments to forum posting as well.
5 - Do social pages and link them on thematic sites as well.
6 - If you find any site to close thematic than do banner link.
