"Black Hat" search engine ranking is customarily defined as techniques which might be used to get higher search engine rankings in an unethical manner. These black hat SEO techniques usually include a number of the following characteristics:
breaks search engine rules
creates a poor user experience directly with the SEO techniques utilized on the web page
unethically presents content in some other visual or non-visual way to locate engine spiders and search serp users.

To get back to your question, set up a Wordpress blog in a subdirectory and include the Do-Follow and KeywordLuv plugins. Then search for other blogs using those plugins or look in directories that support the movement and make comments with keywords linking back to your website.

I myself have seen many sites that doing keyword stuffing and are ranking on the top of Google results. It is black hat technique and is unethical from search engines point of view. Once penalized it will be very hard for them to recover.

Some websites may use spammy tactics like doorway pages and keyword stuffing to rank well on Google temporarily. However, Google's evolving algorithms aim to provide quality content and penalize such practices. Long-term success comes from ethical SEO practices rather than short-term gains through spammy techniques.

Spammy sites can appear to rank well in search engine results, which can be frustrating for legitimate website owners and users. Several reasons can explain why this happens:

Black Hat SEO Tactics: Some spammy sites use black hat SEO techniques to manipulate search engine rankings. These tactics can include keyword stuffing, hidden text, and link schemes. In the short term, these techniques might help a site rank higher, but they can lead to penalties from search engines in the long run.

Low Competition Keywords: Spammy sites may target low-competition keywords or long-tail keywords that are less competitive. These keywords are easier to rank for, even with low-quality content.

Content Volume: Spammy sites may have a large volume of content, even if it's low-quality. Search engines may rank sites with extensive content higher, especially if they include keywords that people search for.

New Domains: Spammy sites often use newly registered domains to avoid penalties associated with older, established domains. Search engines may initially give newer sites the benefit of the doubt.

Lack of Enforcement: Search engines have algorithms and automated systems to detect spammy sites, but they are not foolproof. Some spammy sites may slip through the crаcks, especially if they use sophisticated techniques.

User Interaction: If users click on a spammy site's link and engage with the content, even briefly, search engines may interpret this as a signal that the site is relevant. Click-through rates and bounce rates can influence rankings.

Geographical and Personalization Factors: Search engine results can vary based on the user's location and previous search history. What appears spammy to one user might not be perceived the same way by another.

Link Building: Spammy sites might engage in aggressive link-building tactics, including link farms or private blog networks. These tactics can temporarily boost rankings.

Algorithm Fluctuations: Search engine algorithms are continually evolving. Sometimes, spammy sites may benefit from temporary fluctuations in the algorithms that favor their content.

Negative SEO: In some cases, competitors or malicious actors may engage in negative SEO tactics, such as pointing spammy or low-quality links at a legitimate site to damage its reputation.

It's essential to understand that while spammy sites might rank well temporarily, their rankings are often short-lived. Search engines continually refine their algorithms to detect and penalize low-quality or spammy content. To ensure your site ranks well in the long term, focus on creating high-quality, valuable, and user-friendly content while adhering to ethical SEO practices. Over time, this approach is more likely to lead to sustainable and legitimate
