Is an image or a separate page a prudent way to handle duplicate content?

Hi there guys,

I know that duplicate content can be VERY bad for your website and I need to know if the two following techniques I am thinking of using will work as a way to avoid any penalties from Google

1) Images
To put the duplicate content on each of the 52 pages of my website as an image file. It will be an image that contains the 12 major benefits of the services my company offers in each of the 52 cities we operate in (our service area). The content on each site eg www.oilchange.com/atlanta-mechanics all the way to www.oilchange.com-macon-mechanics (all 52 cities) with the same benefits place on each separate web page WITH UNIQUE CONTENT FOR each page but same image with those 12 bullet points written onto image file.

or

2) Create separate page with the 12 benefits outlined on this one page but having each of the 52 individual city pages pointing to it eg, To learn why we are Atlanta's Best oil change mechanic click here

Please let me know which one is best? I hope I have been clear in my explanation?
