Cloaking is a technique of fooling the search engines, in this, different page is presented to the user from that presented to the search engine spider.

This is a black hat technique and your website may get ban for this.

In simple word cloaking is just to show different different information to user and for searching crawlers. No search engine allow this technique. It is not valid.

Usually, these false websites are loaded with keyword rich content and seo designed to boost the google look for ranking of the web page.

Cloaking refers to the practice of presenting different content or URLs to users and search engines. Serving up different results based on user agent may cause your site to be perceived as deceptive and removed from the Google index.
