How does a silo effect the homepage ?

Hello

I'm trying to setup my first site with a silo structure, but I'm confused about how the homepage fits into this kind of system.

In a silo structure (as with most sites i suppose) ALL the pages link to the homepage via the menu.
So the top level silo pages AND all the lower level pages for each silo all link to home.

Does this make the homepage the most powerful page in a silo structure?
As a result, should the homepage be optimized for my most important keyword ?

Alternatively, is it better to optimize an inner page (top level silo page) for my most competitive keyword - And The homepage would be optimized for a less competitive keyword ?
The inner page benefits from the silo effect by being at the top of a strict silo...
