Title attribute is the title of your image when you hover your mouse over image; on the other hand alt attribute of image tag is the description of the image and if for some reason images can not be displayed then alt tag text is displayed on the browser.

Alt tags are more important as that is what Google looks at, however some do claim that be having relevant Title Tags as well you can gain some SEO value from them.

Image title doesn't make any affect to SEO but alt does. You can use title tags for user experience/user navigation but that should be limited. You should avoid using title tags everywhere un-necessarily unless where you feel if you don't put a image tool-tip/image title then user might got confused, place only in there. And regards to W3C validation, sometimes we do need to ignore few of their warnings.

The Title attribute don't display when the image can not open in the browser whereas Alt attribute shows the text when the image is broken or can not display in the browser. It is helpful for both the search engine bots and human as it tells what the image is all about. This is important for SEO as most of the SEO agencies/experts use Alt attribute to place keywords in them.
