As is mentioned in the subject,

Someone advised me to learn on-site optimization instead of SEO, I'll quote his words "You are trying to learn SEO for your current project...I will say ...No...Please don't try to learn and implement SEO for just this project...May be the results which you want to achieve...may not be achieved within the timeframe given by your boss. You should certainly learn and implement some ON-Page SEO when trying to setup your landing page. However, this is something you should certainly keep in your long-term agenda of learning."

I understand what he's saying and to a large extent agree with him,

But my question is: not being a programmer/engineer, how do I get started on learning and hopefully mastering on-site optimization?

For a successful On-page seo optimizer,you need to have the knowledge of the various languages to some extent,not to master all like HTML,drupal,wordpress themes. etc.Its only because you come to know on which platform website is being built/develop and how to implement the various changes required. But you must know the main on page seo ranking elements.
