On-Page content optimization?

Do i need to make unique Title and Description for all of my web pages?
Can i copy terms and condition, privacy policy and Cookie Use policy from another website and put it on my website? or do i have to write my own unique content?
I did put 4 press releases on my website and many bloggers copied it to their own website. Will it hurt my website?

1. Yes, you need to write an unique title and description for each page, because meta tags should be relevant to that particular page.
2. Its better you have your own Privacy policies on your pages, if you have no option to write then you can copied from other website but hide that pages from search engines using robots.txt.
3. yes, its better you contact the website owners who put your content on their website and ask them to remove.

@rajan; rajan reply the well for your query and I don't think anything remain to say beside unique Off-page optimization because without off-page your on-page never show good results so please do accordingly both.

- keep your title brief and descriptive that is relevant to the content of your pages;
- avoid keyword stuffing i.e repeating the same words or phrases multiple times;
- avoid repeated titles. Create unique titles for each pages of your site.
