I have head from an SEO specialist that a site having poor on site optimization can get good ranking only by providing quality links of high PR. Is it possible ?

Good ranking is based on both, quality On page tacts and on Off page (link building). You can't make it through a single source.

Sometimes even high-quality links can't help your website get higher rankings if on-site optimization is poor. Link building is important, but not the primary part of successful SEO. If the target keyword/phrase is not even mentioned on a page, you have no chance to bring it to the TOP 10.

you should apply both on-page techniques and off-page techniques for better ranks in search engine. If you are creating a links on the high PR site then it will be more beneficial for your site ranks.
