I wanted to know that which one is better to Google:
Start a website that is perfect in On-Site Seo and with SSL, Google Analytics and more
or
Launch a regular site and improve its On-Site SEO over time

And is it good to manually fetch a site too google? Doesn't it have a negative impact?

There is no such thing as perfect in On-Site Seo because its always updating in the process so you need to optimize the pages from time to time to cope with the changing world in seo.

if your website is not SEO friendly than how come you can improve it's seo. Google Analytics is a great and free tool to keep an eye on your website performance.

Why have you such a question?

It is a must to start a website with SSL. Why because? Without SSL, Your URLs have a structure of Http. When you install SSL, Your URLS have a structure of https. So you need to redirect the old URL to the new one.

Also, uploaded images have to be changed. Sometimes it will be problematic.

That's why you need to start with SSL. There is no such term called perfect SEO. SEO is all about how you correlate your site with algorithm updates.

I don't have data on this but my opinion on this is that you should always try to start off with perfect on page SEO and SSL. Having google analytics is up to you. I personally don't add it because I do SEO for so many websites, adding analytics would be one more thing that would provide more data about me to google. Besides that, I start off every new website with proper on page SEO (there's no such thing as perfect on page SEO), SSL, etc.

I rarely add websites in search console but the ones I do add, I make sure that I manually fetch them so that the on page changes that I make are immediately implemented in the SERPs. I don't think manual fetching hurts unless you're overdoing it. My recommendation? Make all your on page optimizations first and then manually fetch once and that's it.

Once you're done with on page SEO, the only thing you should focus on getting right is off page SEO and relevant backlinks. Because that's where 90% of the people fail. If you get that right, you'll be golden.

Either way is OK. You can do that. I suggest you start by putting the website on the internet and improving the on-site SEO over time.
And manually fetching those websites to Google does not have any negative effect.
Focus on making an account on Google Search Console and include your website on it.

I completely agree with this, we need to keep updated with latest update which came in google
