Structuring for multiple locations

I have a website for a small business that focuses on a city... I'm trying to find the best way to target the boroughs and maybe even smaller neighborhoods of the boroughs. For example, the website targets NYC and we have a locations page that mentions NYC, as well as in the page titles. I'm looking for a way to target more specific areas and not sure where to place/mention them on the site.

Also, say I want to have the same website but for a different state (2nd location)... what would be the best way to go about that? Subdomains? I know that if I have two site with identical content (apart from locations), they may be penalized or blacklisted by the search engines. Can't seem to figure this one out.
