Its not a part of onsite optimization but yes you can see if there are some errors on your website to resolve them.

It's a tool to see what's going on with your site. Well, and you could speed up indexation of new pages, not sure if it counts as on page optimisation...

Yes it is the part of onsite optimization. By doing this you can have complete traffic analysis of your site. It also notify about problems/errors that occurs in your site.
