I want To know about google link: command? Why it showing so less backlinks

My Website http://cityweb.in/ displays only one backlink by using link: command in Google. With Webmaster it is showing 109 backlinks with only single domain. That domain is different from the domain displays in link: command. In link: command it is showing gmcnagpur.gov.in. I want to know that where Google have search this link from? I have searched from many tools that backlinks are coming from nearly 40-50 domains. Why this only link displays in link: command? Is there any reason behind this? Please let me know about this issue.

Well as much I know about this mystery so fact is that.. Google just show only few Back links while search on link: Google just show only strong Back links high quality & strong visibility.
