In title tag you can use 64 characters and after this your title is not complete you can take 70 words  that is maximum.
In keywords tag you can easily use 8 keywords .

Ideal length of the meta title is not more then 60 character. Because in Google searches only 60 character is shown. and you can use 3-4 keywords in the title. But it depends on your keyword phrase.

I agree with Autechs.  Different search engines differ in the title length. In 2011 Bing recommends a maximum of 70 characters and Google recommends a maximum of 71 characters for page titles.

I think 120 characters is also suitable.
