I recommend you to use static URL because it would assist you to rank your website in the Google while dynamic URL is not SEO friendly.

A dynamic URL is a page address that results from the search of a database-driven web site or the URL of a web site that runs a script and the static URLs, is in which the contents of the web page stay the same unless the changes are hard-coded into the HTML.

Static URLs are indexed faster and ranked higher in SERPs.
It is wiser to optimize Static URLs (for long term SEO benefits).
It is easier to insert relevant keywords in Static URLs rather than in Dynamic URLs.
It is easier for the end user to understand a static URL, thereby the chances of clicking the link increases manifolds.

Static URL's means a url, which is good for the ranking in search engine. Static URL has a keyword in them and on the other hand dynamic URL not contain any type of keywords.

i wouldn't worry about using dynamic urls if they make sense.  if you have shopping site, you'll likely need dynamic urls.  and from everything i've read, the search engines are able to parse them now and won't penalize you as they may have in the past.  if you can use static, it will still look better to people so i would if i could, but i don't think it's enough to worry about trying to find intricate work arounds.
