In forum you can not comment on any topic you can only discuss on all the topics. In blog commenting you can comment on any post of the blog and no need to create a account but in forum posting you need a account after that you can create a signature through which you can collect a backlinks on your keywords. Both thing you can do on relevant topics.

I think Blogger Commenting is much closer to the SPAM thing, than comments on forums. Anyway, if your comments are real, natural and not spammy, both are good.
