What is the purpose of ob_start() ?

OB_start() turn on the output buffer. While the buffer is on, no output is sent rather it is stored in the internal buffer. Inorder to get content from output Ob_get_content function can be used.

This function will turn output buffering on. While output buffering is active no output is sent from the script (other than headers), instead the output is stored in an internal buffer.

It is a pre defined function is PHP which server side language. and it is used to stop the output. When it is turned on no output will be sent from the scripts and only by the headers and the output will only be stored in this function which is said to be output buffer in php.
