Yes, Blog commenting is also a good technique for build quality backlinks and increase the traffic of your website. It is effective when you  choose d0-follow blog for blog commenting and then post relevant comment on it.

yes,you are right both the way to commenting is good .if you are doing a d follow blog comment then you can get back links from Google.but if you are using no follow sites but high pr then your site may get lot of traffic from this.
