If the anchor text I want to target for my site is a two word phrase, does it hurt me to have additional words around those two words? It wouldn't make sense to a human if I just used the key phrase itself as anchor text. Yet I don't want to dilute the phrase....
Or does the anchor text length not matter as long as your key phrase is in it? (within reason of 3 or 4 extra words)

Your anchor text must not be longer 60 chars.

1 keyword = more competitors
2 to 4 = less competitors

so be careful on choosing your right keywords or phrases for your site. :)

You can take keyword as maximum as you take within 60 character. This is the limit for search engine.

Anchor text is the hyperlinked words on a web page - the words you click on when you click a link.Anchor text is important because search engines use it in their algorithms to determine their rankings. Anchor text is not only useful for helping web surfers to click on a link and go to the appropriate website or page.

Anchored text is much understood if the words used is simpler and direct to the point.

Yup but sometimes it is ok also that the keyword is like a phrase.
