Yes, Google now concerns directory listing as a spam activity. It can hurt your site's ranking.

If the directory site PR is more then 4 then you can submit the site in your category. If category is not matched with your site then you will negative impact.

No, It is still working. But if you're looking to do directory submission go with high domain authority sites.

I doubt they work. Most directories these days are setup to be link farms. How many people do you know that visit directories in today's world to find a company or service. Only submit your site to niche-specific or local directories. for eg if you are a florist, submit to www.findaflorist.com. If you are a florist in London, submit to www.allflorists.co.uk.

Don't submit to these link farms disguised as directories. I don't think you'll be penalized for it but it is definitely a time waster and you might even trigger the spam signals.

I personally do not do directory submission as now Google only prefer quality backlinks which can be got by Guest blogging,web2.0, infographics. But if you do linking on good directory sites like having good authority I think it will not hamper your website.

Some top directories are not dead and can help business (think of Yelp). But directory link building has been dead for years and is a quick link strategy mostly employed by no or low skill SEO wannabes. Avoid getting listed in hundreds of directories and focus on the ones that are good for your business. Places like Yelp, Better Business Bureau and so forth.
