Question about crawling CPC ads!

what are the reasons that spiders don't count / crawl paid search (adwords) ads? Is it also because they just don't spider SERPs? But what about content network sites? or is it because they're served by Javascript?

But what about scraped pages. They could get crawled when the javascript is scraped.

So I'm curious, what are the reasons?
