It seems like many people consider NoFollow as a necessary means when it comes to outbound links, but is it compulsory that all outbound links on a web page be NoFollow? Is it appropriate to use NoFollow for Inbound links? What negative effects can it cause if an entire site pages outbound links is auto configured via Custom Robot Header to be NoFollow?  Your reply will determine my next step to what i will do on my blog, my rank hasn't positively change for a long time and i don't know why.  My site:  http://cabnet-onmobile.blogspot.com

You can definitely use 'nofollow' for all your internal links on your blog. But for outbound links, you can diversify with both 'dofollow' and 'nofollow'. High profile website links help to share link juice on your blog pages, so it is advisable to have some 'dofollow' outbound links also on your blog contents.

No, nofollow links do not create  negative effect in the seo. Nofollow link are require with the dofollow link because if you are building the dofollow links only than it will provide the negative effect on your website. Both nofollow and dofollow link are required for youe website.

No follow never creates Negative Effect In SEO. No follow means you are not following any link or not giving any reference to other site. As per the rule internal links should be Do follow & external links should be No Follow. So it doesn't matter that you are using No Follow Links.

There is nothing if you give nofollow links to all the outbound link of your blog. It will help to maintain the quality of your site as Google doesn't  consider the links with nofollow attribute. Nofollow attribute simply means that you are not passing any link juice from your site/blog.

If you are discussing about the rank of your blog, than promote your blogs in social networking sites and do social boomarking.

If you want to play safe than just define a percentage of do follow Vs No Follow links.

NOTE

Don't let the Search engines find that you are trying it intentionally to get your content indexed quickly, or want to force traffic for related keywords by having a keyword mix of internal and external URLs with Do follow property.

no, no follow links wont effect on your ranking of the website as you can see if you just keep dofollow links then it might just give you bad links not with the no follow links.

Lets say if you have a blog post and it has comment section with thousands of backlinks- such page could be even deindexed by search engine, because of too many links. Anyway search engine can see all the links pointing to your site or page do or no follow
