Is it true that out of 100, 75 % SEO is OFF PAGE and 25% is ON PAGE?

We can not measure it in the %.
Actually On Page SEO activities are done once after that you don't need to do On page SEO. Most of the activities are one time activities. while Off page activities should be done on regular basis to keep improving.  I hope you got your answer.

There is no exact ratio about On-page and Off-page SEO, But Off-page factors have more value as compared to On-page factors.
Off-page factors have more value because on-page factors are a one-time thing.After doing on-page factors, off-page factors decide your positioning in SERP. So, in order to rank better, you have to do Off-page SEO regularly.

On page and off page both are the important factors of SEO as well as both work together for SEO ! If On page is strong you will have to consider less on page and if Off page is strong so again you have to less consider on On page !

So both are the important factors for SEO !!!

it's not about choosing between on and off-page SEO.  That would be like choosing between a foundation or a roof if you had decide which to use for your house. On-page and off-page SEO work together to improve your search engine rankings in complementary fashion; however, SEOs generally advise getting your on-page SEO ducks in a row before focusing too much on off-page SEO. Just like building a house, you want to set the foundation first before building the rest of the house.  Like a foundation, you may need to come back and do some maintenance to your on-page SEO from time to time. Balancing the two will help make your website "bilingual" so that your users can understand it as well as the search engine robots- and that's how your rankings start to improve.
