I believe you need to do your own research because it all depends on your niche. Every niche requires specific, niche-related websites for guest blogging. Some of these will charge you, some may not, but have in mind that the latter are worse in general. The good way to do this is to detect good websites for this and make comments on their content for a while, about a month or so, and then, once they get to know you a bit, ask them to guest post for them. In this case, they might even not charge you anything.
