No it is definitely not a bad technique. you can use same alt & title tags for a single image. If you want one unique word or phrase to represent your image then use that in both alt & title.

I also agree that you can use same alt tag and title for a single image. Alt is a required element for images and can only be used for image tags because its specific purpose is to describe images. Title attribute is required for just about any page element, but it isn't required for any page element.

IMG tags can only have ALT elements. TITLE elements belong to A HREF tags. You can have both, but only ALT tags are believed to have any weight with search engines.

Using both alt and title tags for a same image,will not hurt your seo. But if you are using this for a search engine purpose, i would suggest to add alt tag.

There is nothing wrong in using the same name for the title and ALT tag. The title tag is for visitors, whereas ALT tag is used to tell the search engine what the image is all about.

Alt Tag & title tag you could use at the same time only when your site don't have anyways to put extra content which is needful for your SEO.
Otherwise you should use only one tag for single image, this is valid.
