this is what you need to rank in general:

1.Technical factors
(canonical, crawling, indexing, server, URL Par, robots, geotargeting, hаcks)

2.Onpage/site factors
(SEO TAGs, KWD, domain/dir, Schema, internal links, Actions, mobile)

3.Offpage factors
(social/reviews, links, mentions/sentiment, searches, CTR)

4.Quality factors
(clicks, bounces (2 types), conversions, UI, speed)

5.SERP Analysis
(Competitors, QDD, QDF, Knowledge Snippets, Local, etc.)

** a failure in ANY one of those areas can cause you to NOT RANK AT ALL **


to rank that page in particular, according to your competitors you need:


TF 41 domain /20 page avg -- PA 40 avg (with anywhere form 10-100 links to that page specifically) and a KWD of at least 0.06% - but this is far more complicated than that

you have chosen a very competitive serp, i have no idea why for such a low CPC
