As far as I know, google gives weightage to three factors,
1. Quality of content published on the website
2. Quality of baclinks
3. Social media reputation

Though there are many other factors like relevancy of the user's query with the web page also taken into consideration.

Google gives  best page rank in short time. But in 30% cases it  depends upon the back links, For best rank you must  try to get high pr backlinks on actual pagerank pages.
