.htaccess file will be already there if wordpress installed. While opening the file manager, check the box which says "show hidden files"

.htaccess file is present by default. If you don't find then you can create one by adding a new text file and save it as '.htaccess'. You can search for default text that is to be added to it on google if you don't have.
If you need to do some more like url redirecting, banning bad robot then you need to get further code from seo professional or try searching exactly for what you require.

Do you have access to the FTP of your wordpress blog site? Do you have access to the cpanel of your wordpress blog site?

IF you have access to the FTP of your wordpress then login to it upload it to the root directory which is /public_html folder.

IF you have access to the cpanel then use the file manager to upload it to the root directory /public_html folder.
