How to build my URL for regional pages?

hope you're doing well. I have a specific SEO-related question, an answer is nowhere to be found on the internet. I hope one of you can help me.

I have a website with a dealer locator, on which each dealer has a specific dealer 'landing page'. These dealer landing pages have the following URL-structure:

.../dealers/language/province/cityname-zipcode/dealername

Because we want to optimise these pages for SEO, we want to add keywords to the URL. I see 3 possible solutions:

1: .../dealers/language/keyword-province/cityname-zipcode/dealername
2: .../dealers/language/keyword-province/keyword-cityname-zipcode/dealername
3: .../dealers/language/province/keyword-cityname-zipcode/dealername 

Which of these do you think is the best solution to be found on search queries like keyword - cityname?
