Remove all the black hat techniques you used to optimize your website.
Then submit your website to Google for re-indexing.
Once Google finds that you have used all the right methods to optimize your website then you will be removed from the black list.
Then don't use Black-hat techniques again.

Step 1: Determine Your Blacklist Status.
Step 2: Remove Malware from Your Site.
Step 3: Submit a Report and Wait for Your Site to Be Whitelisted.
Step 4: Increase Your Security Measures to Prevent Future Blacklisting.

Once you clear your website from these issues, you would like to contact Google and request that they remove your website from their blacklist. this is often called submitting a censoring .

To do so, follow these easy steps:

Sign in to your Google Search Console.
Click on the safety Issues section.
See if all issues are resolved. If yes, check the box to verify you've got fixed all issues.
Click on the button which says Request A Review.
Explain what you've got removed or fixed on your website.
Once completed, Google will review your website and perform checks to ascertain if your website follows its policies and whether all malicious content has been removed or not.

This process may take several days.

After you’ve passed the review, Google will remove your website from their blacklist, and every one the warning messages will are removed. Your website will then be visible again on search engines

Navigate to Security & Manual Actions > Security Issues, and select the Request Review button. Google will then review your website and (hopefully) remove it from the blacklist. Once you're back in Google's good graces, you'll want to ensure you never get blacklisted again.
