In order to remove blacklist, you need much time. Try to reinvestigate the problem you faced with then do SEO (white hat SEO) slowly. Write more content, do more quality backlinks for your website, share more your content on Social network. If you try hard, I think in some months, you will get off the list.

The tool you are looking for is called "Google Disavow Links Tool". Look it up and use it, it's a very important and the only tool that allows you to remove bad links to your site.
