 page speed means "Loading time of your page, you can describe page speed through time your page taken to open in the browser for display. if your page takes a long loading time to display.
it's not good for ranking because visitors do not visit again on those pages which take long loading time more than 3 to 4 second so it's a most important factor in SEO to improve page speed.
