Email to a webmaster to remove my site. Google's disavow tool is the last option (it really doesn't like when you do this)

If it is a link towards your website, you can simply ask the administrator of the other website to simply delete the link.
If the administrator cannot be contacted, you can simply use Google's disawov tool to get rid of the link.
