Increase my google SEO rankings?

Dear friends,,
I want my website to stand on top of Google SEO Listing. So, I need to submit articles to different sites.
So, My Que. is that, Can I posting articles? Unrelated to my website in order to increase my google SEO rankings?

Dears,
A webmaster suggested also a tips for Links building that, "links quality is better than quantity. You are better off with 200 links from sites/pages with a page rank of 5 or higher than you are with 2000 links from sites/pages with a page rank of 1."
It's seems like very useful but, Google so much attention with link building techniques, So I avoid that's.

Well I would not support the idea of submitting the articles to not related to your niche. There are so many tools to find the niche article sites, use them and then submit your articles there manually.
And also do not forget the other off page strategies to apply like social bookmarking, directory submission etc etc...
I would personally suggest to generate lots of lots of quality content which draws user's attention.
