IS  backLink-building considering for page rank of website? or not. in 2016 strategy of SEO.

Yes it is, and building a quality backlinks compain is still an SEO strategy. This is one of the 4 parts of SEO/SMO : technical, content, backlinks and social media.

Google still uses building links as a part of their ranking algorithm, so there is no doubt that link building is still considering of the page rank of a website! All you need is to be cautious while building your links. You should avoid the bad links.
