Is regular changes of meta title harm for website rank? actually before a week my website ( PHP Assignment Help ) is on 11th position on Google search results. But after changes of meta title & description it is going down and now it on 23rd position. So i want to know due to meta title or may be other resion behind this.

It mostly happens after there is a change in the title tag, Google tends to drop the website in contention temporarily until it determines the new title whether it is relevant to the page or not. Doing this frequently without properly matching the title and the page content may reduce the trust relevance for the web page.
