The main aim of Google panda to lower rank for lower quality and high rank for high quality site. It also effect duplicate content or bunch of content. Directory submission which was effected after panda update.

Whatever every update targets, the whole concept of this algorithm is to curb the shallow content menace. And, with every update Google is targeting different aspects of the web.
